Oceania Rugby (formerly Federation of Oceania Rugby Unions (FORU)) is one of six Regional Associations of the World Rugby (formerly International Rugby Board (IRB)). It is responsible for representing the interests of its 15 Member Unions and 1 Associate Member Union to promote the growth of Rugby throughout the Oceania region.
Founded in 2000 Oceania Rugby has a dedicated management team based in Sydney, Australia. It works closely with the Member Unions on the development and reach of Rugby in the region. Central to this is a series of tournaments it runs and manages across the region.
Rugby is currently experiencing unprecedented global growth, popularity and interest. There are now over 6.7 million men, women and children playing the Game worldwide while the Rugby family continues to expand with 120 Unions in Membership of game’s governing body, World Rugby (www.worldrugby.org).
At the very heart of this growth was the ground-breaking 2004 World Rugby Strategic Plan. For the first time the Game’s governing body had a blueprint for growth that would enable the sport to be truly global and reach out to new audiences and participants around the world while maintaining the values that bind the Sport together.
Central to the plan was the mission to create an environment in which the World Rugby and its Member Unions could flourish in developing and expanding the Game globally. Ten years on, unprecedented strategic investment, two record-breaking Rugby World Cups and Rugby’s return to the Olympic Games are testament to the direction and vision that the 2004 Strategic Plan has given the World Rugby.
Recently a new 2010-2020 Strategic Plan was developed with the collaboration of World Rugby Member Unions, Regional Associations, Elected Members and World Rugby staff and seeks to balance the needs of all Rugby stakeholders. It spells out our vision and values, our goals and our strategies for achieving them and provides a roadmap leading up to Rugby World Cup 2019 and beyond to grow the global Rugby family beyond the traditional strongholds for the Sport.
It also refocuses our activities and will help us make important investment decisions based on strategic considerations, while ensuring that the major Unions can continue to flourish and are able to provide the showcase that, in the long term, will benefit t everyone in Rugby.

In a modern world where there is unprecedented competition in sports and entertainment, World Rugby needs to inspire if it is to reach out to new audiences within new and existing markets, capitalising on rugby’s new status as an Olympic sport. This, in turn, will enable World Rugby to realise its mission of delivering a truly global mass-participation sport.
Traditionally World Rugby has been a regulator and an investor in world rugby. It has successfully steered the growth and development of the global game to record levels of participation through investment driven by its flagship tournament, Rugby World Cup, and strong governance worldwide.
World Rugby now wishes to innovate and inspire through participation, engagement, education and regulation, harnessing the sport’s character-building values to excite, engage and inform new audiences in existing and new rugby markets.
